1- Kiev refuses to discuss amendments to Constitution concerning Donbass

The Kiev side
does not want to coordinate the amendments to the Ukrainian constitution on the
issue of determining a local government order on the territories of the
Republics. It was stated by Natalya Nikonorova, the Donetsk People’s Republic
Ministry of Foreign Affairs Acting Head and
Chairman in the Political Subgroup.
‘The
sharpest question is the introduction of amendments to the Ukrainian Constitution
that are to confirm our territories’ peculiarities. The Ukrainian
representatives negatively respond to the condition itself of the necessity to
coordinate the amendments to the Constitution with the representatives of the
Republics,’ pointed out Natalya Nikonorova.
According to
her, the Ukrainian representatives at the negotiations in Minsk are looking for
ways to delay the process by all means and in fact not to deal with the
question, although without such a coordination, it is impossible to implement
the Complex of Measures.

Belgrade will
not back the European Union’s sanctions against Moscow for the purpose of
mirroring Brussels’ foreign policy, Serbian President Tomislav Nikolic said
during a meeting with US Vice President Joe Biden.
Biden met
Nikolic in the Serbian capital of Belgrade during his three-day
trip to the region that will include a visit to Kosov, reports
Sputnik.
We cannot
introduce sanctions against Russia if it means [Serbia’s] harmonization
with EU foreign policy. We are tied to Russia, we are bound
with the United States where a large Serbian community lives, Nikolic
said.

Economic losses
of Ukraine because of Russian trade restrictions will amount to about $1
billion in 2016, Ukrainian Deputy Minister for Economic Development Nataliya
Mykolska said on Tuesday.
Russia
introduced embargo on Ukrainian food products on January 1, 2016,
as the country joined the anti-Moscow sanctions imposed after Crimean
reunification with Russia. In July, Russia extended the measures
till the end of 2017.

The situation
in the Donetsk People’s Republic has not changed and remains tense.
The Ukrainian
punishers violated the ceasefire regime 698 times over the past day.
The enemy keeps
using artillery, shelling the Republican territory. Altogether there were
launched 65 ammunition with MRLS “Grad”, 165 artillery shells of
122mm and 152mm caliber, 400 mortar shells, from which 283 of
120mm caliber. Besides, the shelling was carried out with infantry fighting
vehicles, grenade launchers and small arms.

The killers of
their own nation Gorbatyuk, Vodolazsky, Zabolotny, Zubanich, Goraz and
Panchenko were in charge of shelling the Republican localities of Zaitsevo,
Yasinovataya, Veseloye, Vasilyevka, Spartak, Aleksandrovka, Dokuchayevsk,
Belokamenka, Grigoryevka, Novolaspa, Novomaryevka, Nikolayevka, Sosnovoye,
Sakhanka, Leninskoye, Kominternovo and Sakhanka.
There are no
injured people among civilians. There is one person seriously wounded among the
DPR servicemen. As a result of shelling the Kiyevsky, Kirovsky and Petrovsky
districts of Donetsk City there got damaged seven house-buildings.
We keep
registering the deployment of the AFU military equipment prohibited by the
Minsk Agreements near the contact line. Thus, in the area of the localities of:
Verkhnetroitskoye (4km away from the contact line) there was
registered the presence of 10 mortars of 120mm caliber;
Granitnoye (6km away from the contact line) there was
registered the presence of 9 self-propelled howitzers “Gvozdika” of 122mm
caliber and 4 mortars of 120mm caliber;
Andreyevka (11km away from the contact line) there was
registered the presence of two MRLS “Grad”.
Besides, our
intelligence registered the fact of the military experts from Denmark arrival
in Ukraine who are to visit the 1st airmobile battalion of the 95
airmobile battalion aimed at studying the experience of holding the vindictive
actions against own nation and at rendering the technological and military
assistance to the AFU units in the “anti-national terrorist activity zone”.

There is
registered the strengthening of the air raid support carried out by the
enemy using drones. Along the whole contact line there was registered the
drones’ work that carried out the artillery units’ correcting. The increase in
the number of shellings the Republican localities with heavy weapons is
associated with it.
All the data on violating the Minsk Agreements were handed over to the OSCE and JCCC representatives.

We said a lot
of times that the Ukrainian military fell short of ammunition in the “ATO”
zone. And after the weapon ordance warehouse explosion in the Zaitsevo locality
controlled by the AFU, the situation is simply catastrophic. The enemy has to
use ammunition expired from which over 10 per cent do not burst or gun tubes
explode. It becomes known that for the last two weeks, in the AFU artillery
units there were put out of action up to 15 weapons for this reason.
In this context
and for the reason of the increase in the number of non-battle losses, there is
registered the moral and psychological condition fall of the AFU servicemen and
because of this the Ukrainian military command is afraid. In this regard, in
the period from August 15 till August 16 in the units of the 58th separate
infantry brigade in the Ochereteno area, there worked military-psychologists’
group headed by the “ATO” Deputy Commander-in-Chief concerning character
building. There were carried out group activities and a test check. There was
found out that the moral and psychological condition of the military personnel
located in the advanced positions had extremely low level.
To raise
spirits among the servicemen, the AFU command keeps not only spreading
misinformation on the DPR Armed Forces full-fledged offensive blow on the AFU
positions, but also demonstrating how the NATO countries are rendering the
military assistance to Ukraine. The example can be the drone’s pieces downed by
the DPR Armed Forces air defense in the area of Gorlovka. There was stuck the
North Atlantic Alliance sign on them by rule of thumb. There is only
thing to be surprised at the Ukrainian military savvy who are ready to do
everything to encourage the military personnel by the mythic supply of the
modern military equipment on the part of the Western tutors.
In such a manner,
the statement of the “ATO” headquarters so-called speaker on the supply
of 200 sets of the Ukrainian uniform to the Armed Forces of the DPR units to
carry out the provocative acts of simulating the “ATO” forces’ offensive blow
in the area of Gorlovka and Donetsk. I am going to assure you that if there
were such a fact, well we would use the uniform to hand it over to the AFU by
means of humanitarian aid.
