1- DPR ready to exchange prisoners only on "all for all" formula

The Donetsk People’s Republic (DPR) insists on the "all for all" prisoner swap formula, which is envisaged by the Package of Measures for
the Implementation of the Minsk Agreements, DPR Human Rights Commissioner, Darya Morozova said.

"We are ready to carry out prisoner exchanges in the format enshrined in the Package of Measures for the Implementation of the Minsk Agreements, namely, in accordance with the ‘all for all’ formula," she said.

Vasily Gritsak, the head of Ukraine’s Security Service, said earlier that Kiev is ready for a prisoner swap in the conflict zone and suggests exchanging three captive Donbass defenders for one Ukrainian soldier.

2- By the facts: Economy is thriving in Donetsk People's Republic - Special official report

The special economic report from the year 2016, provided to the DONi News Agency reveals, that macro economic situation in the Donetsk People’s Republic has been stabilized and shows signs of improvement.

According to the factual numbers, given by the DPR Ministry Economic Development, economic output in the country has even surpassed the pre-war levels. This information gives also needed answer to the important question, from where the new people's republic in Donbass gets funding for its budget?

"The economic blockade and the ongoing hostilities have had a significant negative effect on the area’s economic output, but the situation has been stabilized and many areas show signs of improvement. In some spheres the output has surpassed the pre-war levels", says the minister of economic development, Victoria Romanyuk.

DPR reached 47 % economic output from pre-war level
The total economic output of the DPR is now 47% of its pre-war level. Over a two-year period 60% of companies have resumed activities comparing to the pre-war period. Volume of final industrial products of the main variants of industrial activity has reached 31% of its pre-war level.

Volume of retail sales is at 26,1% and average staffing number of regular employees is at 61% of pre-war levels.

Agriculture production increased in some spheres over 5,5 times from pre-war levels
Especially the agricultural output has seen a considerable increase. Meat production (animal and fowl butchering in live weight) is at 23,2% and cereal and leguminous crops production is at 13,6% over their pre-war levels. Potato production is at 34,8% over its pre-war output and field vegetables are produced 2,1 times more.

Processed farmyard fowl meat production saw a 3,1-fold increase. Animal feed is produced 14,9% more and the production of a natural mineral water increased 5,5 times compared to the pre-war volumes. The production of eggs remains at 69,2% of pre-war levels.

According to the preliminary results from crop harvesting of 2016 (harvesting continues), comparing to 2013, 3,7 times more spring wheat was gathered and the production winter wheat is at 33,3% and barley at 19,9% over the pre-war figures. The development and production of greenhouses for year-round vegetable growth has also seen a positive trend.

DPR population is growing, more children born
This year has seen the turning in the population growth from negative to positive, as the net migration growth during January – August amounted to 585 people in the republic. In addition, 1507 more children were born in this year compared to the same period in 2015.

3- DPR and South Ossetia to sign memorandum on cooperation regarding public communications

The liaison committee and Public Communications of the South Ossetia and the Donetsk People’s Republic’s Communication Ministry are to sign the memorandum on cooperation concerning the information technologies on October 5.

It has been reported by the DPR Foreign Affairs Ministry’s press office.

‘On Saturday, on October 5 there will take place the signing of the first international multi-agency memorandum on intentions between the Communication Ministry of the Donetsk People’s Republican and the liaison committee and Public Communications of the South Ossetia of cooperation regarding the communication, information technologies and public communications,’ pointed out the DPR Foreign Affairs Ministry representative.

4- Kiev 'humiliated, betrayed' as Dutch, EU stall association, visa-free travel

Amsterdam is continuing to hold out against ratifying the EU-Ukraine Association Agreement. Meanwhile, the European Parliament has confirmed that granting Ukraine the right to visa-free travel to EU countries would not be on the agenda of its upcoming session. Amid the delays, supporters of Kiev's European integration are becoming disenchanted.

On Monday, citing continued opposition resistance to the agreement, the Dutch foreign minister informed the country's parliament that the government would need more time to negotiate a legally binding deal acceptable to the Dutch people and the other 27 EU member states, reports Sputnik.

A day later, a diplomatic source speaking to Russia's RIA Novosti said that Prime Minister Mark Rutte is now "looking into options of how to persuade his political opponents in the Senate to ratify the agreement. One of the options is an appendix to the agreement stating that its coming into force is not the first step toward Ukraine's membership in the European Union," the source said.

Effectively, if the ratification goes through, the deal which Kiev hoped would be the first step to Ukraine's membership in the EU might just become its main barrier. Rutte is being forced to account for the views of Dutch voters; in an advisory referendum in April, nearly two-thirds of voters chose to reject the EU-Ukraine association by voting 'No'. European officials' continued stalling of processes meant to integrate Ukraine into the EU has led to growing disappointment and anger, even among Ukraine's most fervent supporters of the European project. Commenting on Amsterdam's reticence, former Ukrainian Deputy Prime Minister Volodymyr Semynozhenko told Ukrainian media that the Dutch government's actions are a "humiliating betrayal" of those Ukrainians who came to Maidan Square in Kiev in winter 2014 to overthrow the old government.

"Mark Rutte put the final nail in the prospects of European association," Semynozhenko said. "In other words, Ukraine will not be able to join the EU; we have agreed to unfavorable conditions from the economic portion of the agreement, but Ukrainians cannot even work in the EU. Factually, the Dutch premier's words invalidate what it was that people came to the Maidan in the first place."

Accordingly, the politician suggested, "a question arises about whether Ukraine paid too high a price for association with the EU. This is at a minimum humiliation for our country."

5- Washington considers new "point person" candidacy on Ukraine

The Vice-President Joe Biden was guiding the support rendered by the administration to Ukraine, but today Kiev is afraid that the newly-formed White House will give it up, and Putin will begin toughening pressure, writes the influential American magazine Foreign Policy.

"Ukraine’s government has relied heavily on its direct channel to the U.S. vice president, and Biden’s departure will leave a gaping hole. The vice president’s impact is largely based on the force of his big personality, his backing from Obama, and his long track record of promoting a robust American role in Eastern Europe – from supporting NATO’s enlargement to pushing for U.S. military intervention in the Balkans in the 1990s.

If Clinton is elected, which looks likely if current public opinion polls hold, it’s possible the job of overseeing U.S. ties with Ukraine could shift back to the State Department. Clinton herself could take up the mantle, as she has shown strong interest in the conflict, according to current and former administration officials."

At that the edition doesn't exclude that if Clinton wins, then Biden will have a role in her future Clinton administration.

"Her advisors are toying with the idea of having Biden serve as her secretary of state, according to a report in Politico, though the prospects for that outcome remain unclear at best. But it’s clear the next president will “have to have a point person for Ukraine,” whether at the White House or the State Department, said a senior administration official who spoke on condition of anonymity," reports Foreign Policy.

6- Donetsk Defense: Situation Report, 02.11.16

The situation in the Donetsk People’s Republic remains complicated.
  
The Ukrainian military violated the ceasefire regime 440 times over the past 24 hours. Besides 51artillery shells were launched from that number 45 ones of 152mm caliber and 344 mortar shells from that number 167ones of 120mm caliber. Moreover, the enemy used grenade launchers, infantry fighting vehicles and different types of small arms.
   
The Ukrainian military criminals and executioners Panchenko, Brusov, Shaptala, Matseiko, Nikolyuk, Sokolov and Delyatinsky gave orders to open fire at the localities of Shyrokaya Balka, Zaitsevo, Yasinovataya, Spartak, Aleksandrovka, Staromikhailovka, Dokuchayevsk, Yelenovka, Sakhanka, Leninskoye, Bezymennoye, Kominternovo and the Petrovsky district of Donetsk City.  
Three house-buildings were damaged and power supply was disrupted as a result of shelling the locality of Sergeyevka of the Novoazovsk region and in the locality of Trudovskiye of the Petrovsky district of Donetsk City there got damaged four house-buildings.

Besides, yesterday on the Ilicha street in Donetsk City near the social objects there were registered explosion of two explosive devices. This fact confirms the terrorist activities of Kiev’s security organizations.

No injured people were reported but we are warning residents about the necessity of increasing vigilance. I am asking all the citizens to inform the Ministry of State Security, Ministry of Internal Affairs and military garrison headquarters in your cities about the facts of preparing and holding terrorist acts and sabotages to rapidly react. 
   


Ukraine keeps violating the Minsk Agreements on pulling back heavy weapons. Thus, according to our intelligence, in the area of the locality of Verkhnetroitskoye (4km away from the contact line) at the railway station “Skotovaya” there was registered arrival of twelve tanks, ten howitzers D-30 of 122mm caliber and six mortars of 120mm caliber.
  
Due to the unsatisfying full strength of the AFU units in the “ATO” zone and to unwillingness of the Ukrainians to go to the fratricidal war, the military-political leadership of Ukraine keeps falling back upon foreign mercenaries’ help.  Thus, our intelligence registered that in the locality of Novgorodskoye (6km away from the contact line) there arrived six buses with Polish and Georgian mercenary-terrorists for two days.

The data on violating the Minsk agreements were handed to the JCCC and Mission OSCE representatives.
  


I would like to remind the JCCC representatives from the Ukrainian side that the main goal of your activities is to contribute to the ceasefire. Demanding the security guarantees from us, you under the guise of repair works in the area of the phenolic factory in the locality of Novgorodskoye allow the AFU to carry out hardening positions and to bring ammunition by repair service vehicles. We would like to know you are for peace or for war?

And in the conclusion, I would like to warn the Ukrainian terrorists that the DPR People’s Militia will properly react to any their actions!
