The first group
of international observers being ready to monitor all-people’s public voting in
the DPR has been presented in the press office of the Donetsk News Agency
today.
‘To
be impartial illumination of this process, we are inviting the international
observers. We hope that they will give, according to results, recommendations
on increasing the level of holding the elections in the Republic,’ pointed out
Natalya Nikonorova, the acting Head of the Ministry of Foreign Affairs of the
Donetsk People’s Republic.
The
representative of Finland Johan Bäckman and of Serbia Miodrag Zarkovic were
among the representatives of the first group.
Nikonorova
added that
in the near future there would be represented new observers.
‘They
will be the representatives of Germany, Italy, Rumania, France and the other
European counties,’ pointed out Natalya Nikonorova, the acting Head of the DPR
Ministry of Foreign Affairs.

Poroshenko has 3 days left

The head
of the DPR People's Council and the head of the DPR delegation at the
negotiations in Minsk, Denis Pushilin has issued a statement in which he
emphasized that, without the adoption by Kiev of the law on the special status
(i.e. the status of the so-called "individual regions of the Donetsk and
Lugansk regions" as Kiev calls the Donetsk and Lugansk republics), a
political settlement in Donbass is impossible.
What is
behind this statement?
On the
eve of a possible vote in the Verkhovnaya Rada for the "Minsk bills"
(the law on elections to the DPR and LPR, amnesty, decentralization) Donetsk
wants to warn Kiev so that the latter, firstly, not forget to agree with the
Republics, as required by the Minsk-2, these same laws, and, secondly, not
forget the to pass, within the «Minsk Complex of measures», the law about the
special status, as agreed with the DPR and LPR.
If there
is no such agreement, then Donetsk and Lugansk will never recognize these laws
as the way of their adoption contradicts the Minsk-2.
The
Minsk-2 also will not be fulfilled unless there is a law on the special status.
Kerry
recently visited Kiev where he held negotiations with Poroshenko.
The
briefing transcript released by the State Department shows that «a draft law on
elections in Donbass is ready and has been handed over to the negotiators; in
addition, there have been developed a number of requirements to hold an amnesty
in Donbass».
Earlier,
Poroshenko’s administration wriggled out of answering the question whether such
a bill was being developed at their instructions or not. Talks on this subject
had been circulating for a long time. And Kerry confirmed that the draft law
was developed.
However,
neither Pushilin, nor the LPR representatives or the Trilateral contact group
have not heard anything about these bills, and nothing has been passed to them.
The
deadline is approaching, however.
By the
way, the Ukrainian nationalists in the Parliament are unhappy, too. They argue
that Poroshenko is negotiating with the Americans behind the scenes, hoping to
"bend" the Parliament in order to ensure the effective vote.
One way
or another, July 14 is the last day of session of the Parliament before its
leaving for the summer vacations. If the «Minsk» laws agreed with the DPR and
LPR are not adopted before this day, it means that Kiev has disrupted the
elections in Donbass this autumn, and the Minsk-2 implementation has been
transferred to 2017.

DPR explained to Kiev why elections in Donbass are not to pass without amnesty

Non-prosecution
of the parties to the conflict in Donbass is one of the key conditions for the
local elections in the region. It was stated by Natalia Nikonorova, the Acting
Minister of the DPR Foreign Affairs and the DPR representative in the political
subgroup.
Earlier,
Olga Ayvazovskaya, the Ukrainian representative in the political subgroup of
the Contact Group, stated that the amnesty of the militiamen in Donbas was
possible only after holding democratic elections in the territories
uncontrolled by Kiev.
‘Democratic
elections are not possible without implementing the paragraph 5 of the Complex
of measures and adopting a law on non-prosecution of the participants in the
events in Donbass.
This
procedure should be carried out to make it possible to guarantee the active and
passive electoral rights of our residents, which will allow them to directly
participate in the elections.
Without
this procedure, who then will be the voters and candidates? All people living
on the territory of the Republic are, in this or that way, participants in the
events,’ explained the head of the Ministry.
Nikonorova
noted that Kiev should develop a separate law on non-prosecution of individual
participants in the events in Donbass.
‘Without
this procedure, we can not talk about the elections,’ she summed up.

Natalya Nikonorova refutes Kerry’s statement on Kiev’s progress in preparing elections and amnesty in Donbass

There is
no progress in implementing the Minsk Agreements concerning the elections and
amnesty. Kiev is sabotaging the solution of these issues, said by Natalya
Nikonorova, the Head of the DPR Foreign Ministry.
Thus,
the Minister commented on the statement of John Kerry, the State Secretary of
the USA, on the fact that Kiev had reached the definite progress and there was
drafted legislation on elections and on amnesty.
‘During yesterday’s visit to Kiev, John Kerry, the State Secretary
stated that Poroshenko had noticeably advanced in the issue of elections and
amnesty. It is incomprehensible where did the State Security take such
information from. In the Minsk Contact Group the representatives of Kiev
is frankly sabotaging the work on these issues,’ pointed out Natalya
Nikonorova, the Head of the Foreign Ministry of the Donetsk People’s Republic.
According
to her, there were only amnestied the Ukrainian punishers for the time being
and there is no progress in the issue of elections.
