The situation
in the Donetsk People's Republic keeps to be aggravated because of the increase
of attacks on the localities by the Ukrainian punishers.
Altogether the
Ukrainian security officers have violated the ceasefire regime 128 times over
the past day.
The enemy has
launched 55 mortar shells of 120 mm and
82 mm caliber onto the settlements of
the Republic, and also opened fire with the IFV, grenade launchers and small
arms.
The localities
of Zhabichevo, Yasinovataya, Staromikhailovka, Dokuchayevsk, Sakhanka, and also
the Petrovsky district of Donetsk have undergone the shelling.
As a result of
shelling and an attempt to seize our positions on the suburb of Donetsk by the
46th detached battalion of a special purpose 'Donbass-Ukraine' of the 10th
separate mountain and assault crew of AFU, there died one DPR serviceman whose
children became the orphans.
The cruelty of
the Ukrainian war criminals doesn't have any limits. It has become not the
first case of shelling from the positions of the punitive battalion 'Donbass'
over this week as a result of which our military personnel gets wounds and
perishes, leaving the families without supporters. In this connection, we
reserve the right to rigidly react to similar actions of the Ukrainian security
officers.
The Ukrainian
murderers will be punished for the death and wounds of our military personnel!
Unfortunately,
the puppet Kiev's regime perseveres in its attempts to unleash the hostilities
in Donbass as is evident from severe statements of the president of Ukraine
Poroshenko made on September 6 before the deputies of the Verkhovna Rada.
The unwise
political decisions of the Kiev authorities and provocative actions of the AFU
have led only to defeats of the Ukrainian army over the last years. And in case
of the aggravation of the situation we are ready to prove again that the
Ukrainian army is not so strong to defend the interests of the
president-oligarch.
In this
connection, we urge the world community to pour cold water on the Ukrainian
president and to stop the genocide of the population of Donbass as a result of
criminal acts of the Kiev punishers.
Our
investigation continues registering the facts of the Ukrainian security
officers' preparations for unleashing hostilities in Donbass. Thus, according
to our data, there is noted the strengthening of the 36th separate crew of
marines with the forbidden arms. In particular, near the locality of Chernenko
(8 km from the line of contact) there was detected the location of eight 152 mm
self-propelled artillery systems "Acacia", four 203 mm self-propelled
guns “Pion” that are going to be used.
All data on the
revealed violations of the Minsk agreements by the Ukrainian side have been
transferred to the OSCE and JCCC representatives.
In conclusion I
want to note the fact of preparation of the territory of chemical and
metallurgical factory in the locality of Donskoye, the Volnovakha district, for
the forbidden arms and staff of AFU up to battalion to arrive on September
15-20, and also the arrangements to establish the repair and recovery base.
Following this the factory's work is stopped, and the moving-out of technical
equipment from the territory is registered.
We appeal to
the OSCE representatives to register the fact of arrival of the AFU arms
forbidden by the Minsk Agreements in the locality of Donskoye after September
15 and to esteem the gross violations of accords by the Ukrainian military.

dollars which the Ukrainian authorities promise to get from investors to
restore Donbass is a ridiculous sum. In reality it is necessary to spend about
25 billion dollars for it, declared the former representative of Ukraine in
political subgroup to the Minsk contact group Roman Bessmertny.
According to
him, nobody will give such sum of money therefore the restoration will take
quite a long period of time.

3- Kiev’s appeal court refuses to recognize "Russia’s armed aggression" against Ukraine

Kiev’s appeal
court on Wednesday refused to recognize "the Russian Federation’s armed
aggression" in Crimea and Donbass and dismissed the lawsuit of lawyer and
rights advocate Stanislav Batrin.
The relevant
court ruling was published on the Otkryty Sud (open court) website, reports
TASS.
"The
court refused to grant Stanislav Batrin’s request to establish the fact of
Russia’s armed aggression against Ukraine, dismissing eight requests of the
complainant," the report said.
Thus, the court
upheld the ruling of the first instance court. Kiev’s Shevchenkovsky court on
May 12 refused to recognize "the armed aggression of the Russian
Federation" against Ukraine, saying the fact does not affect the
complainant’s rights.
The Ukrainian
presidential administration adhered to that position both in the first instance
court and during the appeal hearing, Batrin said.
"The
prosecutor general’s office did not object to the granting of the request, but
the president, in the person of his representative, flatly insisted on the
refusal in establishment of the fact of armed aggression," he said.
Besides the
Ukrainian president, the Ukrainian Security Service, the defense, foreign and
justice ministries, the prosecutor general’s office and the Russian
Federation’s embassy in Ukraine take part in the case.
The complainant
said he plans to appeal the appeal court’s ruling in a cassation authority.

The People’s MP
from the Opposition Block Aleksandr Dolzhenkov stated that the Verkhovna Rada
must vote for the special status of Donbass and for amnesty without preliminary
conditions on resuming the border control.
It has been
reported by the press office.
According to
Dolzhenkov, the attempts to receive control over the border without amending
the Constitution do not give the prospect of establishing a peaceful dialogue
with the Donbass representatives and do not meet the Minsk Agreements.
The
President of so-called Ukraine said that it was necessary to amend the
Constitution where the Donbass special status was foreseen and this was
foreseen by the Minsk Agreements.
But the
President said that there would be no amendments to the Constitution until
there were implemented the conditions on resuming the state border control.
It
means that so-called Ukraine corners itself.

There was held
a meeting of a political group on conflict settlement in Donbass on September
7, 2016. The talks were attended by the DPR Acting Foreign Minister Natalya
Nikonorova.
”Yesterday
at the group’s sitting on political issues Ukraine has again «reported» on
implementation of all conditions for introducing the Steinmeier`s formula and
Constitutional reform. Firstly, after the arguments made by the Ukrainian party
the impression appeared that our opponents are not familiar with the content of
this formula as the acting version of a Law on special status of our region
contradicts Steinmeier`s suggestions and has no order of entering the Law into
force on an ongoing basis. Secondly the negotiators from Ukraine have again
refused to coordinate the constitutional reform with the representatives of
Republics that fundamentally contradicts the Package of Measures”, said the DPR
Foreign Minister Natalya Nikonorova.
From the
claimed agenda only one issue was managed to be discussed on elections
modalities – election campaigns funding. The Ukrainian party didn’t present its
official position and replaced it by the simple enumeration of the basic
principles of free democratic elections.
"Alongside
this, yesterday after two months since the start of primaries in the Donetsk
People’s Republic the Ukrainian party has expressed concern on their holding as
if it contradicts the Minsk agreements. Such statements are highly to be
expected. Firstly Kiev is running out of arguments in order to prolong a
discussion and coordination of the political agenda and secondly current
leaders of Ukraine are not widely aware of genuinely democratic public
processes. Today in Kiev in the context of a direct prosecution of dissidents
and after open derogation from respect of human rights it is hard to even
imagine a political process which complies with all international legal norms
and makes it possible to realize the right to self-governance, right to freedom
of speech and conscience, right to freedom of assembly. Also the universally
accepted democratic principle is long-forgotten on that every citizen may do
whatever is not forbidden by law. At the same time the Package of Measures
directly provides for holding the local elections in accordance with the OSCE
standards and it means those who administrate this process should have
corresponding knowledge, skills and experience and that’s what primaries will
make it possible to actualize this competence", stated Natalya Nikonorova
regarding the results of the group’s sitting on political issues.
Next sitting of
the group on political issues is to take place on September 21.

6- Russian Deputy FM warns against violations
of journalists’ rights in Ukraine

Journalists in
Ukraine must not fall victim to unlawful actions, such as the recent fire at
the TV Inter headquarters in Ukraine, Russian Deputy Foreign Minister Alexei
Meshkov said.
On Sunday,
September 4, over a dozen people set fire to the TV Inter headquarters in Kiev.
The channel’s representatives claimed it was arson, while Ukrainian Interior
Minister Arsen Avakov said that former military servicemen were responsible for
the act, reports Sputnik.
"We
discussed the situation related to the gross violations of the rights of
journalists in Ukraine. We raised the issue firmly and supported the statement
of the Council of Europe in connection with the flagrant violation of
journalists’ rights, I am referring to the attack on the Inter TV channel.
Journalists cannot and must not be subject to this kind of unlawful
actions," Meshkov told RIA Novosti after a Wednesday meeting with Council
of Europe Secretary General Thorbjorn Jagland. Earlier this week, US democracy
watchdog Freedom House said that the protesters who set fire to Ukraine’s TV
Inter headquarters on Sunday violated the freedom of the press.

7- OSCE calls for inquiry into attacks on its
monitors in Ukraine

Trilateral
Contact Group in charge of settling the armed civil conflict in Donbass hopes
to reinforce the efforts of the OSCE’s Special Monitoring Mission (SMM), the
special envoy of the organization’s chairman-in-office to Ukraine, Martin
Sajdik told TASS on the eve of his trip to Moscow.
"The
trilateral Contact Group has reached agreement to reinforce the SMM, since its
functioning is an integral part of the Minsk accords," he said.
"From
the OSCE’s point of view this means, in the first place, the importance of
cutting short the impunity, that is, the importance of investigating a surge in
the number of attacks on the monitors and to stop such actions
effectively," Sajdik said.
"The
problem of delegating more monitors to the SMM isn’t a decisive issue in terms
of its reinforcement," he said. "Vice versa, we need a safe and
uninterrupted access of the monitors already in Ukraine to the entire territory
of the country, the way the Minsk accords stipulate it."
"That’s
the problem we still need progress on," Sajdik said.
