In his speeches Venezuelan President Nicolás Maduro constantly returns to the subject of the new Condor plan that the US is seeking to undertake in Latin America and the Caribbean. The codename «Condor» was first used to camouflage the widespread oppression orchestrated by military juntas in South America (mainly in Chile, Brazil, Argentina, Bolivia, Uruguay, and Paraguay) from 1970-1980.

No doubt, US special services are behind the crisis in Brazil. Now they continue to control the events. Compromising evidence against the leadership of the Workers’ Party, the top officials of Petrobras, a state-owned oil company, and the inner circles of President Dilma Rousseff and former President Lula da Silva has been leaked as part of an operation to undermine the «hostile regime».

In the eyes of President Barack Obama and his administration, the largest Latin American country is a hostile state because it dares to implement independent policies. The US goal is to subjugate the ruling elite of Brazil and make it dance to the US tune.

2015 will mark the 130^thanniversary of the establishment of diplomatic relations between Russia and Argentina. There is no question but that the remarkable progress that has been made in recent years in various aspects of their bilateral cooperation is propelling Moscow and Buenos Aires onward toward new frontiers. During the official visit to Moscow of the president of Argentina, Cristina Fernández de Kirchner, on April 21-23, the two parties signed 20 documents, notably among them a Joint Statement on the Establishment of a Russian-Argentine Comprehensive Strategic Partnership.

The Argentine president is charting her own course independently of the US and is working to accelerate Latin American integration under the auspices of organizations such as UNASUR, Celac, and ALBA. Hugo Dragonetti, a key government figure involved with infrastructure projects in Argentina, called Cristina Fernández’s visit to Russia «a challenge to the United States», who continues to behave as if Latin America were its own backyard.

The cooperation between Russia and Argentina is a laudable example of equal and mutually beneficial relations. Argentines have welcomed Uralmash’s proposal to work together to create a business to manufacture petroleum equipment. Russia also supplies turbines for Argentina’s hydroelectric plants. Reports surface in the Latin American media with alarming regularity about seizures by law-enforcement agencies of large shipments of US-made weapons. Such events are becoming noticeably more frequent in Bolivia, Ecuador, Nicaragua, and Argentina - countries that the Obama administration considers unfriendly. But most often, news of the discovery of arms caches comes from Venezuela.

Overthrowing that Bolivarian regime remains one of Washington’s strategic objectives, and US intelligence agencies are using many different channels to sneak small arms, ammunition, and explosives into the country, in anticipation of the appointed hour - «Hour X».
