Donetsk, Oct 11 – DAN. Ukrainian unilateral actions
in disengagement areas shall be considered provocations to derail
negotiations efforts, said DPR Foreign Minister Natalia Nikonorova.
“We are going to raise the issue of coordinating a
new date for disengagement at the Minsk talks. The key factor is synchronicity
and harmonization of the disengagement. Any actions must begin and end
synchronically within the agreed time limits.”
She said that Ukraine has also blocked a possible
Normandy Four summit by ignoring the disengagement agreements, though Ukraine
sought it itself.
On October 9 and 10 DPR attempted to begin the
renewal of disengagement, but Ukraine failed to fight a flare to notify the
Republic on its willingness to proceed.
October 11 attempt ended up in the same way.
The Contact Group endorsed a plan to eliminate
violations in Petrovskoye (DPR) and Zolotoye (LPR) on October 1, the process is
to take 30 days and to begin on October 7.
LPR and DPR representatives initialed a Framework
Agreement on pullback of forces in Donbass on September 21-23, 2016, which was
also signed by representatives of Ukraine, Russia and the OSCE. The document
provides for three disengagement areas around Zolotoye, Stanitsa Luganskaya
(LPR territory) and Petrovskoe (DPR territory). Security zones of at least zone
two km wide and two km long are to be established in each sector.
The Framework Agreement is key to further bilateral
withdrawal of forces from the contact line which could significantly contribute
to the peaceful settlement in the region. *ot*pp

Донецк, 11 окт – ДАН. Донецк и Луганск на ближайшей встрече в Минске
поднимут вопрос согласования новой даты для возобновления разведения войск в
Петровском (ДНР) и Золотом (ЛНР). Об этом сегодня заявила полпред Донецкой
Народной Республики на переговорах Контактной группы, министр иностранных дел
Наталья Никонорова.
«На предстоящем заседании в Минске мы намерены поднять вопрос о
согласовании новой даты начала возобновления разведения. Однако ключевым
моментом является синхронность и согласованность действий. Выполнение любых
действий по разведению должно быть синхронным — начинаться и завершаться с
обеих сторон в совместно согласованные сроки», — сказано в заявлении,
поступившем в редакцию ДАН.
Никонорова отметила, что сегодня Киев провалил последнюю возможность проявить
волю к выполнению своих обязательств по устранению нарушений на участках
разведения войск в Донбассе. Несмотря на сигналы Народных Республик в совместно
согласованное время в течение трех дней о готовности приступить к процессу,
ответной реакции от украинской стороны не было.
«Вместо того, чтобы на практике реализовать свои обязательства и
запустить ракету в знак готовности синхронно и зеркально выполнить свою часть
обязательств по возобновлению разведения, украинские власти занимались
наполнением медиапространства крайне сумбурными заявлениями и условиями,
которые не соответствуют тому, о чем мы в прошлый раз договорились в Минске», —
добавила полпред Республики.
Она подчеркнула, что срывом графика устранения нарушений в Петровском и
Золотом Украина «заблокировала возможный саммит нормандского формата, который
она до этого так настойчиво добивалась».
Следующая встреча Контактной группы по мирному урегулированию конфликта
в Донбассе запланирована на 15 октября. *мк*пп

Donetsk, Oct 11 – DAN. Kiev’s speculations on plans A
and B concerning Donbass have nothing to do with the Minsk Agreements, said DPR
Head Denis Pushilin.
“We are hearing from Ukrainian President Vladimir
Zelensky, as earlier from ex-president Petr Poroshenko, that they are
interested in border (control) only, though this issue is covered in final
articles of the Minsk Agreements. Zelensky’s careless deliberations reveal he’s
not a politician aiming for peace but a person who has not been explained the
essence of the Minsk Agreements.”
Pushilin said that it seemed to him as if Zelensky was
not aware that a seven-day ceasefire was not a precondition for the
disengagement in Petrovskoye area this time.
“Judging by the way Zelensky openly says he is not
happy with the document signed in Minsk; this leads us to an obvious conclusion
that Ukraine is not going to deliver on its obligations”.
Two attempts to renew the disengagement in Petrovskoye
and Zolotoye demilitarized zones failed on October 9 and 10, as the Republics
signaled their readiness to withdraw forces to eliminate violations of the
disengagement agreement, but Ukraine failed to do so. On October 10 the DPR
representatives fired three signal flares in Petrovskoye waiting for Ukrainian
reply, but to no avail. *ot*рр
