I would first like to express my sincere gratitude to the Office of the Commissioner of the Ministry of Foreign Affairs (OCMFA) for co-organising with the Hong Kong Special Administrative Region Government this meaningful forum in Hong Kong, particularly at a rather difficult time. This once again manifests the Central Government's recognition of Hong Kong as a well-established platform to promote the exchange of expert views and cultivate international collaboration.

As a co-host of this forum, I would like to extend a very warm welcome to all political leaders, business elites, distinguished scholars and heads of think tanks who have come to join this forum and share your valuable insights, especially those friends who have flown across the globe to Hong Kong to show their support. My special thanks also goes to Governor Ma and Secretary Leong, who have respectively led their delegations of Guangdong and Macau to Hong Kong to participate in this forum.

Following is full text of the "The Chief Executive's 2019 Policy Address" delivered by the Chief Executive, Mrs Carrie Lam, today (October 16):

Fellow citizens, owing to the current circumstances, I was not able to deliver the entire Policy Address at the Legislative Council today. To allow members of the public to know in full the various initiatives in it, I will now deliver the third Policy Address of my tenure to members of the public through video. When the circumstances allow, I will go to the Legislative Council again to further introduce the content of the Policy Address.

I. Foreword

1.     Today I present the third Policy Address in my term of office.  Right in the middle of the term of the current Government, this Policy Address originally aimed to review the progress made by the Government in the past and outline the focus of our future work.  I have therefore decided earlier that I would deliver a more focused Policy Address in full this year, and compile a new document entitled Policy Address Supplement to comprehensively account for the work progress and commitments of the current term Government.  Although Hong Kong has been undergoing unprecedented unrest in the past four months, I have chosen to present this Policy Address on the scheduled date as planned, and

Just as unfolded in 2014 during the so-called “Umbrella protests” or “Occupy Central” movement, a growing backlash has begun across Hong Kong against US-funded protests that have attempted to disrupt governance and commerce as part of a floundering movement to maintain Western influence in the region.

The Sydney Morning Herald in its article, “Triads linked to violent pro-China gangs as Hong Kong protests enter dangerous new phase,” ignored weeks of violence carried out by US-backed protests in Hong Kong, and portrayed locals retaliating as “violent pro-China gangs.” It should be pointed out that Hong Kong is in China.

China says unidentified foreign forces are instigating violent protest rallies in Hong Kong, warning them that Beijing has noticed their “conniving” attempts and that they only inflict damage on themselves.

“Foreign forces must stop interfering in Hong Kong affairs,” said Chinese Ambassador to Britain Liu Xiaoming during a press conference held in London on Thursday.

Chief Executive Carrie Lam today said Hong Kong needs to say no to violence in order to move on.

Mrs Lam made the statement when speaking to reporters after a meeting with business representatives to discuss ways to tackle the economic problems faced by Hong Kong.

She said: “As far as (a) political solution is concerned, I don’t think we should just make
