Minsk Agreements and Fraudulence of Ukrainian Authorities/Минские соглашения и мошенничество украинских властей

The settlement of local ethnic conflicts is considered to be one of the most difficult diplomatic problems. The reason for this is that reconciliation does not require the government or the armies of both sides, but the people themselves, each of which genuinely considers themselves a victim of enemy action. And sometimes it is not even enemy action, but that of another ethnic group. The conflict between Ukraine and Novorossiya is a typical example, despite the fact that the same Ukrainians, Russians, Greeks, Bulgarians and Jews living in the Donetsk and Luhansk Republics (DPR and LPR) are the same as in the rest of Ukraine.

After punitive operations began against Donbass, however, its population does not associate itself with Ukraine, calling them «Moskals» for wanting to remain closer to Russia than to Kiev, while the latter do not want to be identified with Ukrainians, calling them «Ukrops» (‘dill heads’). But everyone is trying to force people with two mutually exclusive ideologies, two irreconcilable cultures and two opposing world views to be reconciled. Those who do not understand that reconciliation will only come when mutual exclusion, intransigence and opposition disappear, when a compromise is found and not crushed by one of the sides involved.

One of the tasks given to Ukraine by the Minsk agreements and the UN Security Council resolution is to make changes to the constitution that reinforce the special status of the DPR and LPR.

The task is so complicated that the Kiev authorities have seemingly found themselves in a hopeless situation: failure is not an option. Ukrainian President Petro Poroshenko openly declared: «What would the failure of the reform mean? First – it’s the end of the international coalition to support Ukraine.» It was not for nothing that, for the sake of the right solution, US Assistant Secretary of State Victoria Nuland, who is in charge of Ukraine, arrived in Kiev on the eve of the vote in the Verkhovna Rada on Poroshenko’s proposed changes to the constitution. Literally right before the issue was considered in parliament. And after the meeting with the Ukrainian president, changes were introduced into the draft. And what changes! Instead of

Petro Poroshenko never stops calling himself a president of peace since the day he took office. During his tenure fierce fighting took place with the death toll measured in thousands, mainly civilians. In August-September 2014 and February 2015 the Ukrainian military suffered a crushing defeat. But it has failed to cool down the fervor of war mongers.

Today they are shelling the urban areas of Donetsk and Luhansk People’s republics (Novorossia) and prepare armor units for offensive. Poroshenko is not the only who decides if a cleansing operation should launched. Neither he, nor Prime Minister Yatsenyuk, nor all those holding top positions in the contemporary Ukraine have enough authority to take decisions. A year and a half has passed since the well-known dramatic events took place in Ukraine. Having come to power the regime started to practice a kind of Newspeak, or fictional language. Misleading terms are routinely used to deceive people.

There had been a lot of kerfuffle before the EU association agreement was signed. As a matter of fact this document turned Ukraine into a colonial state. The new regime was servile enough to cede to pressure and convert the country into a colony of the European Union. It said the step was undertaken to meet «the aspiration of Ukrainian people to join Europe». Then the new government started to talk about «the struggle against bloody tyrant Yanukovych». Let me note that the former President of Ukraine did not give an order to use force against neo-Nazi militants when they opened fire at security forces, launched arson attacks and staged pogroms…

It took 16 hours of hard work to reach and sign the February 12 Minsk agreement on Ukraine. Five days later the 13-point accord was endorsed by the United Nations Security Council. On February 20, Ukrainian President Poroshenko signed a decree on the introduction of the National Security Council decision of 25 January «On emergency measures against the Russian threat and terrorist attack, supported by the Russian Federation».

The classified provisions of the document prevent from coming up with a detailed assessment of what the Kiev regime is going to do. No matter that, the part of the document which is open to public makes possible to trace the evolution of political regime in Ukraine.

Kiev has toughened the police control over the compliance with the order of registration of the place of living and the place of residence of Ukrainian citizens, foreigners and stateless persons in big cities, including the capital. The media censorship is going to be toughened. It was introduced on February 22 last year right after the coup to be called «a moratorium on criticism of government.» Practically all Russian TV channels are banned
